The GPI HP-100 is a rotary hand pump for drums and small tanks — turn the handle, move the fuel, no power required anywhere in the process.
GPI (Great Plains Industries) have been building fuel transfer equipment in Kansas since 1961 and the hand pump range is the simplest thing they make, which is rather the point. It will work on a remote farm tank, in a shed with no power, or as the backup when the electric pump has failed and the job still has to happen.
